The National Police Suicide Foundation was founded in 1997 and
was granted 501(c)3 status as a non-profit educational foundation. Donations to the
foundation are tax deductible. The foundation was created due to the increasing number
of suicides in the police profession, and it has grown to include emergency responders.

It is with profound respect and heavy hearts that we honor the life and transition of Dr. Robert E. Douglas, Jr., a man whose life’s work was defined by an unwavering commitment to those who protect and serve. As the Founder and Executive Director of the National Police Suicide Foundation, Inc., “Bob” was a beacon of light in the darkest corners of the law enforcement profession, dedicating his retirement to saving the lives of those who hold the thin blue line.
A Distinguished Career in Law Enforcement
Before becoming a global advocate for mental health, Bob served on the front lines. His 25-year career in law enforcement was marked by integrity and courage:
- Baltimore City Police Department: Served 20 years, retiring as a Police Agent in 1994.
- Temple Terrace Police Department (Florida): Served 5 years as a patrol officer.
His expertise was recognized on the national stage, with outlets such as DATELINE, CNN, Time Magazine, and USA Today citing him as a leading authority on police suicide prevention.
A Shepherd for the Soul
Bob’s calling extended far beyond the badge. He was a man of deep faith and academic excellence, holding a B.S. in Criminal Justice, a Master’s in Police Administration, a Master’s in Theology, and a Doctorate in Pastoral Counseling.
His spiritual leadership touched many lives:
- Pastorate: Served as Senior Pastor at Jenkins Memorial Church for 24 years and later led Compassionate Shepherd Ministries.
- Chaplaincy: Served as the Senior Chaplain for the ICPC and the Police Chaplain for FOP Lodge #3. He also provided spiritual guidance for the ATF in Washington, D.C., and lectured at the FBI National Academy.

Bob’s wisdom lives on through his literary contributions, offering a roadmap for recovery and resilience for first responders:
